According to a twitter user feature is available on App Store without the beta version.
Apparently. As mentioned: My wife can use the new function, a friend’s wife cannot. Both use the App Store version, have never used a beta. In the video: My wife’s iPhone, I hope you mean this feature (Watch the video in the notification) pic.twitter.com/mLukaM47pn

This is how the feature will work
As of now, a user has to open the Chat on WhatsApp, after which the video can be seen. But with the help of the Notification Video Playback feature, videos from WhatsApp will be viewed from the Notification Center and can be played then and there. As user didn’t require to open the app last seen will not be changed.
